HEAD OF EDUCATION DEPARTMENT

The  department is headed by the City Education Officer whose  core mandate is to over see the  administration of education with in the City through , implementing and  monitoring government policies and programmes in the department. Giving overall  technical and professional guidance to the education sector in the City.  Supervising  and monitoring sector heads for proper  implementation of the designate roles and responsibilities. 

Management Section

The section is mandated to provide for support, guide, coordinate, regulate, develop plans and strategies, technical and professional advice and promoting delivery of quality Education and Sports to all persons in the City.          
It is headed by City Education Officer

 1. To achieve intended results in terms of quality and quantity in accordance with targets and performance standards set for service deliver with optimum use of resources. 

2. To implement Education Roles, Policies, guidelines, regulations Sports development plans, provide technical and professional advice related to the City Council.

3. Organize and Coordinate School inspection and sports programs, teacher trainings and monitor sector programs and projects.

Inspectorate section

The Inspectorate section is headed by the inspector of schools who is   Custodian of Standards in the City Education Institutions.          
The Inspector is charged with giving support supervision to the teachers to improve performance in Education institutions.

          
Special Needs Education Section

This section was started in 1996 with the objective of sensitizing the communities on Education of Children with disabilities (CWD) ie. the blind, deaf, partially blind and mentally retarded children.    And also to Equip teachers with the methods of handling (CWD) in the classroom environment.  In Masaka City there is one school handling children with disabilities.  This school is Masaka School (SND) with 121 Learners;

Since UPE was introduced Inclusive Education has been provided with exception of severe learners with complicated disabilities enrolled in Masaka School of SNE and others is privately owned Kitengeesa (SNE) 

School Facilities Grant (SFG)

This program covers all districts in Uganda and it assists primary schools I classroom construction. It started in Masaka Municipal Council in 1998/1999 covering 13 schools but currently 32. The program covers 55 schools.

In this current financial year Masaka City Council has identified one school, Ssenya Primary School with inadequate classrooms with pupil classroom ratio of 1:100 since the school had only 4 classrooms.

However, the Council has 9 challenge of reducing teacher classroom ratio from 1:80 to recommended ratio of 1:53

Secondary Education

There 8 Government Aided Secondary Schools and 47 privately owned secondary schools in Masaka City.

According to the national policy each sub-county is supposed to have 9 secondary schools.

However, Katwe – Butego as a sub-county in Nyendo – Mukungwe Division which is a county does not have any Government Aided S.S

Vocational Institutions

There is one Vocational Institution - St. Kizito’s Technical Institute which is benefitting from UPOLET (Universal Post O’Level Education and Training) others are privately owned namely;

1. Nserester Vocational Institute, Institute of Music Languages and Polytechnics, Kirimya Vocational.

2. TEMO Vocational Institute.

3. Masaka Bridge St. Ann Vocational Institute

4. Mummies Vocational Institute

5. Star Vocational Institute - Kyabakuza

Health and Teacher Training Institutions

Masaka City has one Government Teacher Training College Ndegeya PTC which admits Students who have completed ‘O’ Level for G.III Certificates.

There is one Government Health Training Institution - Masaka School of Comprehensive Nursing and Mid-Wifely admitting students for Diploma and privately owned Health Institutions which include, Masaka School of Health Sciences Kiyimbwe Paramedical School Kyalusowe and Kitovu Health Training Institution.

Guidance and Counseling Section

The section is mandated to provide strategic and technical Leadership, Guidance, Advice and strategies in all matters of Guidance Counselling including HIV/Aids Mitigation and Psychosocial Concerns and support service within the entire education sector in collaboration with relevant organs and others stakeholders.

• To help people with difficult to overcome or cope with it and to understand the environment very well so that she / he can anticipate, circumvent.   
• To help individual strengthen his one abilities.   
• To provide counseling and career guidance , support groups , spiritual healing ,skills building / life skills ,and reducing anxiety.   
 

Physical Education and SportsSection

Mandate of the Section

To develop, coordinate all and Sports in the City as stipulated National Primary Education and Sports policy

 

Roles of the Section
• Promote and development of Primary Education and Sports in the Sector.    
• Advocacy for inclusion of sports in other administrate units.   
• Promote and innovate collaboration and networking amongst all stakeholders in the City.    
• Monitor and evaluate Physical Education and Sports in the City.    
• Coordinate / Organize Sports Competitions and provide sports equipment in Education Institutions in the City.    
• Liaise with Games Teachers to develop sports in EducationInstitutions.
